In the realm of group management, the term “Terms of Reference” (TOR) often serves as a crucial cornerstone. TOR refers to a set of rules or guidelines that clearly outline the objectives, scope, and responsibilities of group members. Without TOR, a group risks becoming disorganized, with members expressing opinions without a clear direction. This article explores the differences between informal and formal groups and the importance of TOR in maintaining harmony and effectiveness within a group.
Informal Groups: No TOR, No Direction
Informal groups typically lack clear TOR. In such groups, members freely express their views or try to assert their opinions. Consequently, no concrete conclusions or actions can be taken. Violations of personal boundaries, beliefs, laws, customs, ethics, and personality conflicts can easily occur. This situation is akin to playing soccer without boundaries, goals, or a referee. Even if an admin is present, their role is often limited and based on their own judgment. Members of informal groups are usually invited and can be removed at the admin’s discretion.
Formal Groups: TOR in Place, Structured Approach
On the other hand, formal groups usually have TOR. These groups often feature:
- Advisory Board: Provides advice and guidance.
- Executive Committee: Makes important decisions.
- Subcommittees: Discuss issues, make recommendations, and propose solutions to the Executive Committee.
In the context of NGOs, there are two types of groups:
- Registered NGOs: Have membership and fees. Members cannot be removed arbitrarily and must adhere to the group’s rules and regulations.
- Unregistered NGOs: Have their own TOR and specific rules.
Basic Principles in Group Management
In many groups I have participated in, I find the following principles crucial:
- Democratic System: Freedom of speech, views, and opinions. Right or wrong is subjective to each individual. Mutual respect is essential.
- Adherence to Beliefs
- Compliance with the Constitution and Laws
- Respect for Customs, Ethics, and Decorum
- Follow Group Guidelines: In formal groups, members must adhere to TOR. In subcommittees, they need to summarize, recommend, and propose solutions.
Respecting and Rejecting Views
I always respect views, opinions, criticisms, suggestions, facts, comments, analyses, and predictions based on truth. Conversely, I strongly reject and oppose:
- Deception
- Slander
- Negative Perceptions
- Negative Labels
- Accusations
- False Facts
- Hostile and Personal Attacks
- Double Standards
- Injustice and Bias
- Racism
- Claims of Superior Islam
- Claims of Superior Malay Identity
- Violations of Beliefs
Two Key Issues I Strongly Oppose
There are two key issues I vehemently oppose:
- Undermining Malay Power
- Damaging the Malay and National Economy
The Importance of Understanding TOR
Debating without guidelines is like playing soccer without boundaries. Discussing without objectives is like playing soccer without goals. Therefore, in informal groups, every member is free to express their views and opinions. However, it is not about proving who is right or wrong. Mutual respect is key, and personal conflicts should be avoided.
Maintaining Group Harmony
Understanding the importance of TOR is crucial. Sometimes, personal emotions, political fanaticism, hero worship, closed-mindedness, feudal attitudes, and negative assumptions can arise. Therefore, it is essential to have an open mind, respect others’ rights, and understand the boundaries that need to be maintained and avoided. If we face opposition, we need to reflect and identify if any boundaries have been crossed.

Conclusion
TOR is a vital guide in maintaining the harmony and effectiveness of a group. It not only provides clear direction but also ensures that each member respects others’ views and opinions. Without TOR, groups can easily become chaotic and dysfunctional. Therefore, every group, whether informal or formal, should understand and practice the principles outlined in their respective TOR.
